And the operations centre for these video assistant referees, for all the venues, will be exactly here in this place, in the International Broadcast Centre of Moscow.'' 5. Various of video operations room STORYLINE: The International Broadcast Centre for the 2018 FIFA World Cup officially opened in Moscow on Saturday morning. It will be the nerve centre of all TV and radio operations during soccer's showpiece tournament. FIFA president Gianni Infantino officially opened the building and then the media were given a tour and a demonstration of the video operations room, which will be the home of video assistant refereeing (VAR) during the month-long competition. The system has never previously been used at a FIFA World Cup. The technology has been used in a number of domestic league competitions - including the German Bundesliga and the English FA Cup. The feedback from clubs, and football fans especially, has been lukewarm as the new technology settles in.
