"The Cover Tennessee programs were designed to fill gaps in coverage for Tennesseans who had difficulties accessing health insurance," said Darin Gordon, deputy commissioner of Health Care Finance and Administration. "Over the past six years, those programs have provided coverage to thousands of Tennesseans." BlueCross BlueShield of Tennessee has notified 66,000 policyholders that they must pick a new plan, as their existing coverage doesn't met the Affordable Care Act's new minimum standards, WPLN Nashville Public Radio reports. The issue is a hot topic, as President Obama has been taking heat recently for initial claims that people who like their existing coverage would be able to keep those plans as part of health reform. BlueCross is the largest insurer in Tennessee. Other big players, including Cigna and United Healthcare, have been less forthcoming about how many customers will have to seek new plans, WPLN reports. Former Gov. Phil Bredesen established the programs after he overhauled TennCare and cut more than 350,000 people from its rolls to avert a state budget crisis. The programs stopped a portion of those people from falling through the coverage gaps; however, some of them offered meager or modest benefits because of monetary caps. "Due to many new insurance reforms, one of which is the opening of the Health Insurance Marketplace to consumers on Oct. 1, some of the Cover Tennessee programs are changing, because the need for this type of coverage will no longer be necessary," Gordon said. "Also, some programs, such as Cover Tennessee, will no longer meet the new requirements of coverage." 'Family glitch' Some working parents could be left in the lurch because of the "family glitch" — a rule that prevents a parent from buying subsidized insurance for a child on the exchange if the parent is covered by an employer's plan. That's a scenario that could affect thousands of Tennessee families, not just the parents of the 650 children cut from CoverKids because their parents make too much money. The state will no longer allow parents making more than 250 percent of the federal poverty level ($58,875 for a family of four) to buy into Tennessee's version of the federally sponsored Children's Health Insurance Program. The program is free for families with lower incomes. The state allowed other families to buy into it, paying monthly premiums that ranged from $294 to $375 per child based upon income. Neither CoverTN nor AccessTN meets the requirements of the federal health law because both plans set monetary caps. While CoverTN ends Dec. 31, AccessTN has received a federal reprieve because of a rule that allows high-risk insurance pools an additional year. However, the state is limiting enrollment in AccessTN. Of the 2,600 people currently enrolled, about 1,900 will no longer be eligible. Only those with incomes below the federal poverty level and who receive premium assistance will be able to stay on the program. The Facts as we know them today, September 28, 2016 Dear BCBST Individual Health Insurance Members in the Nashville Area, There are some big changes making headlines this week in Nashville, including the departure of Blue Cross Blue Shield of Tennessee’s individual and Marketplace plans from the Nashville, Memphis and Knoxville regions. It is important for everyone to understand the facts and the time-lines that may impact healthcare access for you and your family. We have also included a table of explanation below with a *special note for those currently undergoing treatment. 1. BCBST Group Plan Members (If your health insurance is obtained through your employer) – NO CHANGE. You will continue with your BCBST health insurance if your employer choses to continue with your group plan in 2017. 2. BCBST Individual/Private Market Plan Members – (if you have an individual plan NOT purchased through the Marketplace) – Plans will be cancelled effective 12/31/16 at midnight. You must choose a new health insurance plan by 12/15/16. As of today, Aetna, Cigna and Humana health insurance companies have plans in Nashville that include all hospitals and most doctors. Gov. Bill Haslam (R-TN), who has previously stood strong against Obamacare expansion, announced just before Christmas that he will push the legislature to create a new entitlement for able-bodied adults in a fast-approaching special session. We’ve previously written on Gov. Haslam’s backroom deal to expand Obamacare and its questionable financing structure. Legislators still have very little information on the plan, having only sketched out the “basic concepts” and leaving many details blank. The informational packet Haslam recently delivered to legislators, for example, noted that many “operational details will be finalized” at a later date. But what little is known leaves no room for excitement. Taxpayers to Crowd Out Private Coverage Support with Volunteer Plan A key provision of Haslam’s Obamacare plan is what he’s calling the “Volunteer Plan.” Haslam officials don’t yet know how many of the program’s features will actually function, but they’re certain that it will be a success. Here’s what we know so far. The Volunteer Plan is designed for individuals who already have access to employer-sponsored insurance and whose employers are willing to cover at least 50 percent of the cost of their premiums. Individuals eligible for the Volunteer Plan would then receive a “voucher” from taxpayers, equivalent to what it would otherwise cost the state to provide them benefits through the TennCare (Medicaid) program. Haslam officials indicate that these vouchers would offset any remaining premiums and also help offset enrollees’ deductibles, copayments, coinsurance and other out-of-pocket costs. But it’s likely Tennessee would have to provide more than just a voucher. Residents of Memphis and neighboring communities in West Tennessee will have more insurance choices than most of their fellow Tennessee citizens under Obamacare. Consumers in Shelby and four other counties in West Tennessee will be able to choose from BlueCross, Cigna, Humana and a state-developed Consumer Operated and Oriented Plan (co-op) called the Community Health Alliance. The Health Insurance Marketplace, a central part of the Affordable Care Act, is supposed to provide a simplified way for consumers to compare individual market health insurance plans.
