They weren’t the answer for me. Schools in my neighborhood in Jacksonville, FL functioned less as places of learning and more as warehouses to keep kids off the street. I know – I was one of those kids. I don’t blame teachers, or parents. I’m not interested in blaming anybody. I’m only interested in making things better. And the only way to do that is to give parents and students a choice. If a student can’t get the education they need at their public school, there has to be an alternative. Thankfully, there was for me. My early years in my Jacksonville school were not a success, to put it mildly. I seldom understood the lesson. I was often confused and frustrated. I’d ask my teachers questions, but it seemed to me that this just annoyed them. So, I stopped asking questions and I withdrew into myself. I failed third grade – twice. Fourth and fifth weren’t much better. I lashed out by getting into fights with my classmates. D’s and F’s filled my report card. I was going nowhere. I was just another black kid in the warehouse. But fortunately for me, my life changed the summer before sixth grade. I went to live with my godmother. She had one overriding thought: to get me into a better school. A good education, she knew, was the only way to get out of the hole I had dug myself into. She didn’t have any more money than my family did, but she had a plan. That was worth a lot. She knew about another school – a private school. Using a tax-credit scholarship – you can call it a voucher – she enrolled me at Esprit de Corps Center for Learning. Esprit demands excellence from its students. It teaches them to be warriors for knowledge and for good values. The teachers at Esprit were invested in my success. They took the time to figure out why learning was so difficult for me, and they tailored their instruction to my learning style. Sound elite? It is. Sound expensive? It’s not. In fact, Esprit actually spends less money per student than the public school I had attended. Instead of dreading my classes, I began to look forward to them. Instead of fistfights, I began doing community service work. I even earned the National Police Athletic League’s Girl of the Year award in 2009. When it was time for me to apply for college, Esprit even helped me to research scholarships and apply for waivers so that I could take my college entrance tests for free. On June 5, 2010, I graduated from Esprit de Corps with honors, becoming the first member of my immediate family to earn a high school diploma, and eventually the first to earn a college degree, and then a Master’s. Yep, that Don King, the future boxer promoter who at the time was a controversial bookie who had many enemies. So yeah, apparently one of those enemies was whoever bombed his house that day. The Cleveland police got a tip that a another bookie named Virgil Ogletree might have been involved with the bombing, and that he was hiding out in the house of Dollree Mapp. They also suspected stuff to make a bomb might be at the house. Three Cleveland police officers get to Mapp’s house, knock on the door and she answers. They ask to enter, but Mapp says “you gotta warrant?” After the police say no, she refuses to let them in. Two of the officers leave, but one hangs out across the street to stake out the place. Three hours later, even more officers return and knock on her door. This time Mapp doesn’t answer, and they break down the door and enter without permission. Mapp asks again to see a warrant. One of the officers shows her a piece of paper that is supposedly the warrant. She snatches the paper and puts it in her blouse. The officer reaches inside her clothing and she resists while he tries to get it back. He eventually does it get it back, and that piece of paper is never seen again. The police handcuffed Mapp and continued to search her home. They did find Ogletree, who later was cleared of being connected to the bombing, but while they were looking for him they also found evidence of illegal gambling, a pistol, and a small collection of sexually explicit materials that a previous resident had left behind. The Cleveland police arrested Mapp for having the gambling stuff but was later cleared. However, she didn’t cooperate with authorities very well, and several months later they turned around and charged her with having the sexually explicit materials, which apparently was illegal in Ohio at the time. Illegal, Mr. Beat? Yes, in 1957 it was illegal to possess “obscene materials.” Mapp was found guilty and sentenced to up to seven years in prison. Mapp appealed to the Ohio Court of Appeals for the Eighth District, arguing that the Ohio law banning the possession of obscene material went against the First Amendment. But what about the Fourth Amendment, Mr. Beat? (weird voice) Well, surprisingly, the Fourth Amendment wasn’t Mapp’s focus, but she could have also said that the police broke the Fourth Amendment when they searched through her stuff. Specifically, the police had no probable cause to suspect her of having the sexually explicit books, and they couldn’t use the books as evidence in court because they were found without a warrant. In addition, Mapp could have argued to get the 4th Amendment applied to both the state and local level, not just the federal level. The Ohio Court of Appeals agreed with the lower court, so Mapp appealed to the Ohio Supreme Court. They also agreed, so she appealed to the Supreme uh Supreme Court. By this time, 4 years had passed since the police had raided Mapp’s home. The Court heard oral arguments on March 29, 1961. It was soon apparent that the Court didn’t give a darn about the First Amendment...in this case. Lemme finish. They didn’t give a darn about the First Amendment IN THIS CASE. Instead, they were all focused on the 4th amendment. You see, there was this law called the exclusionary rule. The exclusionary rule said you couldn’t use evidence if the police got it illegally. It had been applied since 1914 in the ruling for the case Weeks v. United States, but only at the federal level. In the 1949 decision Wolf v. Colorado, the Court had declined to extend exclusionary protections at the state level. On June 19, 1961, the Court announced its decision.

On Wednesday, August 13, Bright attended the Coos County Fair with his friend, Johnny Fish. He also called his mother, Diane, from a payphone that day, and made plans for her to pick him and his sister up in Myrtle Point on August 15. That evening, Bright met with his stepfather at a tavern owned by his grandmother, and was given money to attend the fair the next day. This was the last time he was seen by his stepfather or grandmother. On Thursday, August 14, 1986, Bright attended the fair a second time, now with his 10-year-old sister, S'te (pronounced "Est-ee"). Bright separated from his sister at approximately 2 p.m., and the two planned to meet again at 5 p.m. near the ferris wheel on the fairgrounds. He never reappeared. He was last seen wearing a black windbreaker jacket and black, size 13 Nike shoes with red shoe laces. On August 15, Bright's mother, Diane, arrived at his stepfather's house to pick up Jeremy and S'te; inside, she found Bright's wallet, watch, and the keys to their Grants Pass apartment. The following day, after Bright failed to surface, his mother contacted the authorities. Initially, police believed Bright had run away with the traveling carnival.

Empowered committee of Finance Ministers of states (EC, formed in 2000) was asked about the reforms as the Kelkar committee clearly recommended moving to a system of goods and service tax (GST). In 2006, Finance Minister Chidambaram (UPA) took the matter forward on GST and said that from 1 April 2010 the plan was to introduce a uniform GST. Only then some serious work began on GST. By 2009, a proposal draft bill was floated and EC considered it. 115th Constitutional amendment bill was introduced and standing committee on Finance studied it. This was a long process. EC considered many changes. By 2014, it was in Lok Sabha but the Lok Sabha was dissolved. This bill lapsed. The new government (Modi goveernment, NDA) sent bill to Empowered Committee and December 2014 the amended bill was in Lok Sabha. The problem was to be in Rajya Sabha. May 2016- Lok Sabha passed it. Rajya Sabha sent it to Select Committee, considered it and suggested some changes as a condition for its passage. Rajya Sabha passed the GST bill on 3 August 2016 but with amendments (as disagreements remained between government and opposition). This was the fourth time that Rajya Sabha passed a bill with amendments in Indian parliamentary history. The video lecture on GST also goes in the history of politics of Rajiv Gandhi, role of Rajya Sabha in polity, Anti-defection law , reduction in voting age (from 21 to 18 years) , Panchayati Raj and Nagarpalika amndments etc. On 8 August 2016, Lok Sabha passed the GST bill with amendments. Then came the role of Article 368 where concurrence of half of state legislatures (currently 16 states) is needed for a constitutional amendment. Assam and Bihar were the first to pass the GST in state legislatures. By first week of September 2016, sixteen state legislatures (16th being Rajasthan) of India agreed to it. On 8 September 2016, President of India assented to it and GST became a law (101st constitutional amendment). Central government implemented GST beginning 12 September and all provisions were not implemented in one go. GST Council was formed first as within one year, all contrary state laws would lapse. 16 September 2017 was when government implemented the whole act. The video also discusses the composition scheme of GST, meanings and needs of various slabs and other ingredients of the Goods and service tax (GST). A presentation by Honourable Mr. Justice Murray Sinclair as part of the Indigenous Knowledge Seminar Series offered by Aboriginal Focus Programs, Extended Education, the University of Manitoba, held during an open house held at the University of Manitoba DOWNTOWN: Aboriginal Education Centre. Justice Sinclair is the Chair of the Truth and Reconciliation Commission of Canada, established as an outcome of the 2006 Indian Residential Schools Settlement Agreement. The University of Manitoba has made a commitment to helping the Commission achieve its objectives http://umanitoba.ca/visionary/human-rights.html. Justice Sinclair has served as Associate Chief Judge of the Provincial Court of Manitoba since 1988 and the Court of Queen's Bench of Manitoba since 2001. Shortly after his appointment as Associate Chief Judge of the Provincial Court of Manitoba in 1988, he was appointed Co-Commissioner, along with Court of Queen's Bench Associate Chief Justice A.C. Hamilton, of Manitoba's Aboriginal Justice Inquiry. That inquiry looked into the treatment of Aboriginal people by the justice system and made more than 300 recommendations for change including the establishment of tribal courts. Justice Sinclair was born and raised on the Old St. Peter's Indian Reserve in the Selkirk area north of Winnipeg. He graduated from the University of Manitoba, Faculty of Law in 1979 and taught as an adjunct professor of Law as well as adjunct professor in the Faculty of Graduate Studies at the University of Manitoba. His Ojibway name is Mizanageezhik (One Who Speaks of Pictures in the Sky). He is a member of the traditional Midewiwin Society.

Michele C. Mayes accepts Street Law's 2011 Corporate Legal Diversity Pipeline Award
On April 13, 2011, Michele Coleman Mayes—senior vice president & general counsel of Allstate Insurance—accepted Street Law's 2011 Corporate Legal Diversity Pipeline Award on behalf of the Allstate Department of Law and Regulation. Allstate's law department participates in the Street Law / ACC Corporate Legal Diversity Pipeline Program, where they work to encourage young people of color to pursue legal careers by providing them with role models, career education, and hands-on experiences in the legal field. Dozens of Allstate lawyers, paralegals, and other legal professionals volunteer in local high schools, where they teach students civil law lessons. Participating students attend a field trip to Allstate or a partner law firm, where the volunteers engage students in interactive workshops and legal simulations. Allstate began participating in the Corporate Legal Diversity Pipeline program during the 2005-06 school year in Chicago, IL. Since then the department has added ten more sites across the country, reaching over 500 students each school year. Allstate has more pipeline sites, more law department volunteers, and reaches more students than any other participating corporation. In addition to visiting high school classrooms to teach about various aspects of the law—from insurance and driving to employment, immigration, and the First Amendment—a grant to Street Law from the Allstate Foundation has supported the development of new lesson plans and teaching materials for these sites. These relevant legal topics include distracted driving and domestic violence.

Livestock Grazing Amendments on the Grand Staircase Escalante National Monument
We've all had plans fall apart and it very well could be caused by things outside of our control. I think that is something that we can all agree on particularly with an issue as contentious as grazing on public lands. This week on the County Seat we will take a look at the current state of the planning amendment process taking place on the Grand Staircase Escalante National Monument involving livestock grazing. This may be one of the most challenging plans to develop because of a number of factors. That isn't to say their isn't some skepticism. And that's what I was referring to in the opening remarks of this email. There is still what I would describe as a mistrust among some of the parties. My observation is that it has little to nothing to do with any of the people involved. I think it has more to do with the constant legal challenges and litigation that surround a number of issues that we tackle on the program. The crux of the issue is that the real problems are never worked out with any finality. Ed Littlefield is a Tlingit Native of Southeast Alaska currently working on composing and arranging Native music from the Tlingit tradition. He studied percussion at the University of Idaho and has played in the Idaho-Washington Symphony, The Orion Trombone Quartet, Dallas Brass, the Jazz Police and many other professional groups in the Northwest. Ed has recently completed an album combining traditional Alaskan Native music with jazz, called "Walking Between Worlds," featuring the Native Jazz Quartet: Ed Littlefield (drums); Jason Marsalis (vibes); Christian Fabian (bass); and Reuel Lubag (piano).
