Metro-North calls attention to grade crossings with costumed dancers

This morning Metro-North announced a new plan to get people's eyes on grade crossings - literally. In a new pilot program, the railroad will be hiring people to wear costumes and protect grade crossings, reminding drivers not to stop on the tracks, or attempt to go around lowered or lowering crossing gates. Grade crossing incidents have been at the forefront of railroad safety recently, after three high-profile incidents caused major derailments, many injuries, and seven deaths. The three incidents occurred in New York, California, and North Carolina, proving that this is not merely a local problem, but a national problem.

(4:17 is where the guy jumps off) In the early morning hours of June 16 I made another trek out to the MTS Blue Line to catch the San Diego and Imperial Valley's Blue Line manifest making it's usual run from San Ysidro to downtown San Diego. However, this night was not an ordinary night for me because there was a guy riding on the end of the train and at one of the trolley stations where I was set up he jumped off right in front of the camera! Shot 1: The northbound manifest crosses Palm Avenue in South San Diego with SD&IV 3GS21B Gensets #s 702 and 701 providing power. I only had a few seconds to set up before the gates were activated because I hung around the San Ysidro yard trying to determine if the train would be leaving, but I didn't have a clear view of it so I had to stay longer. Shot 2: At the 8th street trolley station there were track crews performing maintenance down the line, which forced the train to slow down. As it was coming one of the guys hanging out in the station decided he wanted to be famous and made some poses on the crossing. As the end of the train came up I could see someone standing on the end. Initially I thought it must have been a maintenance guy or a railroad employee, but the lack of a safety vest or any safety equipment made me quickly realize that it was a train hopper! I also saw him get ready to jump off, so I just watched in disbelief as he hopped off, lost his footing, and rolled across the ground! He was limping a little right after, but after I left he seemed to be just fine. Good thing the train was running slow. Shot 3: With its journey complete, the train pulls into the downtown yard. And before anyone asks, no I didn't call the cops or report him because I figured he probably has it hard enough already and he wasn't harming anyone but himself so I minded my own business. Besides, he hoped off at a station where there are cameras and an MTS crew truck actually pulled up and two guys got out so he probably did/will get questioned about it.

The mayor charged the New York Police Department, Department of Transportation, Department of Health and Mental Hygiene, and Taxi & Limousine Commission with developing a comprehensive roadmap to eliminate deadly crashes, especially those involving pedestrians. So far this year, there have been 11 New Yorkers killed in traffic—seven of them pedestrians. The working group's report will be released publicly and serve as the blueprint for the Administration's Vision Zero initiative, a broad strategy aimed at reducing traffic fatalities to zero within 10 years. According to the Department of Health and Mental Hygiene, being struck by a car is the leading cause of injury-related death for children younger than 14, and the second leading cause of injury-related death for senior citizens. "This will be a top-to-bottom effort to take on dangerous streets and dangerous driving. We aren't going to wait and lose a son, a daughter, a parent or a grandparent in another senseless and painful tragedy. Our top responsibility is protecting the health and safety of our people. From tougher enforcement to more safely-designed streets and stronger laws, we'll confront this problem from every side—and it starts today," said Mayor Bill de Blasio. The working group will report to the mayor by February 15 with concrete plans to: • Dedicate sufficient NYPD resources and personnel to deter against the most dangerous behavior, especially speeding and failing to yield to pedestrians; • Improve at least 50 dangerous corridors and intersections annually to discourage dangerous driving; • Significantly expand the number of 20 mph zones across the city; • Pursue a traffic safety legislative agenda, including home rule on traffic cameras, so New York City can deploy red light and speed enforcement cameras based on safety needs. As immediate measures: • Mayor de Blasio announced that speed cameras recently installed on New York City streets will begin issuing tickets on Thursday to enforce the speed limit on dangerous streets. • Police Commissioner Bratton announced the NYPD is increasing the number of personnel assigned to the Highway division, which enforces against serious traffic violations. Since taking office, the Commissioner has increased personnel dedicated to the Highway Division by 10 percent, with the goal of increasing staffing by 50 percent, to a total of 270 officers. • Mayor de Blasio also committed to personally meet with victims' families in the coming weeks and work in close partnership to enact the Vision Zero plan. The mayor made the announcement near Northern Boulevard and 61st Street, the dangerous Woodside intersection where 8-year-old Noshat Nahian was struck and killed in the crosswalk while walking to school in December. Immediately after taking office, Mayor de Blasio and Police Commissioner Bratton dispatched a crossing guard to the intersection to protect school children navigating the dangerous street. Mayor de Blasio and Police Commissioner Bill Bratton emphasized that additional and more rigorous enforcement against dangerous violations—like speeding and failure to yield to pedestrians—would be central to their efforts—representing a significant new undertaking for the NYPD. Lead poisoning: Excessive lead levels found in New York water systems - TomoNews

NEW YORK — A review of Environmental Protection Agency records has found that lead levels in some New York water systems are over the legal limit. An Associated Press review found that 82 out of 2,800 public and private drinking water systems in New York state have had lead levels that exceeded the federal action limit at least once since 2013. These include 16 school or daycare systems that have their own water systems. According to the World Health Organization, when children are exposed to high levels of lead, it attacks the their brain and central nervous system. This can lead to convulsions, a coma or even death. Lower levels of exposure can also lead to developmental problems in the child's brain, influencing everything from IQ to to behavior. High levels of lead exposure in pregnant women can lead to miscarriage and stillbirth among other things, the WHO notes. de Blasio's Caravan Caught Speeding, Violating Traffic Laws Days After He Proposes Traffic Plan

The vehicle transporting Commie Mayor Bil de Blasio was pulled over for speeding just days after de Blasio announced an aggressive plan to promote traffic safety. The NYPD responded Thursday evening that the mayor's caravan, which is operated by police, sometimes has to use special driving techniques for protective reasons. CBS 2 reported that the mayor's two-car caravan was speeding, flying through stop signs, and violating other traffic laws. If the driver of the lead car, which carried the mayor in its passenger seat, had been cited, he would have racked up enough points to get his license suspended. Two days prior to the traffic violationsde Blasio had previously announced a 62-point safe streets initiative, which includes lowering the speed limit to 25 mph. "We've put a very bold plan before you, and we want the public to know we're are holding ourselves to this standard," de Blasio said Tuesday. "We hope that every time someone reads one of your stories, they're also asking themselves the question — are they handling their vehicle as responsibly as they could?" the mayor said. The mayor's two-car caravan violated speed laws and racked up other motor vehicle violations after he held a news conference in Maspeth, Queens on pothole repairs. De Blasio even filled a pothole himself. The mayor was in the front passenger seat of the lead car, driven by a member of his security detail. But being in the front, the stop sign violations were clearly seen. CBS 2 saw his cars go 40 to 45 mph in a 30 mph zone, and as they passed a 45 mph sign, a CBS 2 reporter clocked the caravan going much faster -- up to 60 mph. Under his new plan, the mayor's goal is to reduce traffic speeds from 30 to 25 in the city and stop cabbies from speeding, too. "The likelihood of a fatal crash and this statistic is very powerful. The likelihood of a fatal crash drops significantly for speeds below 30 mph. If we get those speeds down, it will be the difference between losing a life and saving a life," he said. Kramer reported if a police officer had been following the cars, and had pulled the mayor's caravan over for his violations and issued tickets, the lead driver would have had his license suspended: Driving or rolling through a stop sign: 3 points; Driving or rolling through a stop sign a second time: 3 points; Going 10 mph over the 30 mph speed limit: 3 points; Going 15 mph over the 45 mph speed limit: 4 points. That's 13 points. Licenses are suspended at 11 points. Cars were seen changing lanes without signaling, and when the mayor got back to City Hall, he stayed in his car in the parking lot. The NYPD released a statement saying the reckless driving was necessary as a precautionary measure. "The security and transportation for the Mayor are provided by the New York City Police Department. Police Department personnel assigned to the Mayor's Security Detail receive specialized training in driving based on maintaining security as well as safety. At certain times, under certain conditions, this training may include the use of techniques such as maintaining speed with the general flow of traffic, and may sometimes include tactics to safely keep two or more police vehicles together in formation when crossing intersections," the NYPD said in the statement. "The handling of police vehicles transporting any protectee is determined solely by police personnel based on their specialized training in executive protection and professional judgment."

State Funding Secured for Railroad Overpass on Hanson Blvd.

An overpass at the railroad tracks on Hanson Boulevard will likely become a reality following action by the State Legislature late this week. It took three extra days but lawmakers finally passed a $46 billion budget early Friday morning including a bonding package that earmarks $12.6 million for the Hanson overpass. The city and county are covering the other 50 percent of the project’s cost. Coon Rapids fire chief John Piper, who’s spent years leading the charge to secure state funding, says he’s relieved it’s finally passed. "The grade separation is a huge improvement to the city from a variety of aspects, one would be public safety response time, in other words, we can get there quicker, our response times are slowed down when the trains are blocking us," says Piper. "Another big thing is safety, when you have 81 trains a day and all the auto/pedestrian/bicycle traffic that crosses the tracks there it’s a real safety issue." Piper says the overpass will also alleviate delays for motorists who currently get stuck at the tracks for an average of six to eight minutes when trains are passing through. The governor still needs to sign the bonding bill. Once that happens, preliminary work can begin. Construction would start next year with completion by the end of 2018 or in early 2019.

Her nonprofit, Cardborigami, creates transportable temporary shelters that can be expanded to provide privacy and protection. The inaugural 3M-ACRS Diamond Road Safety Award 2011 was officially announced at the 2011 ACRS Road Safety Conference Dinner in Melbourne on Thursday, 1 September, 2011. The award is the result of a new partnership between 3M and the Australian College of Road Safety (ACRS) in a joint effort to improve road safety by encouraging and sharing best practice in road safety. This new award encourages entries from any person or group practising in road safety to submit highly innovative, cost-effective road safety initiatives/programmes recently developed within Australia that stand out from normal practice and deliver significant improvements in road safety for the community. "The application process for the award was advertised widely and we were almost overwhelmed with applications" said ACRS President, Lauchlan McIntosh. "Individuals, partnerships, community groups, local and state government agencies submitted real programs that are all making a contribution to reducing crashes and reducing death and injury. Some specifically targeted a particular problem, while others offered support for victims to encourage better understanding of the many issues around improving road safety results." The inaugural award was awarded to a community group in North Queensland for its RAPTAR project (Reduce Accidents, Prevent Tragedy & Achieve Results). Led by Sergeant Michael Musumeci of the Queensland Police Service in Ravenshoe, the project was built on national, state and police plans, analysis of local data, engagement of stakeholders, including owners of licensed premises, council road specialists, state government officials, community and business leaders. "Not only were behavioural issues researched and addressed by reducing hours of sale of alcohol and realistic targeting of enforcement, but similar realistic targeting of cost effective road infrastructure maintenance and hazard reduction was identified and completed" said Mr McIntosh. As part of the grand prize, Michael Musumeci will travel to the USA to attend the 42nd ATSSA Annual Convention & Traffic Expo in Florida and 3M Headquarters in Minneapolis in February 2012 to promote his winning project. The judging committee also awarded two high commendations. The first was awarded to Sandra Cook and Kerry Sunderland for their community support website, Journey Beyond Road Trauma. "We are really honoured to win this award," said Kerry. "It is not only an award for Sandra and me, but for the whole JBRT community who have made the online social network what it is today." The other highly commended award went to John Quee, an independent inventor who has designed a valve that can be installed on car engines to significantly reduce the risk of a petrol fire after a collision. 3M has been involved in road safety for over 70 years with the introduction of the first retro-reflective traffic sign in the 1930's. Since that time 3M has continued to invest in research and development to improve on our technologies and provide greater safety benefits to all road users worldwide. "3M Australia is proud to partner with the ACRS and have the opportunity to sponsor this new Australian Road Safety Award" said Andrew King, Division Manager of 3M Australia's Traffic Safety Systems Division. "3M's sponsorship of this award is part of our commitment to our employees, customers and the community, to contribute to the objectives of reducing road trauma." The Korea Centers for Disease Control and Prevention also held a special meeting to discuss the situation at home... with the best lines of defense right now... being heightened monitoring and public education. News Features tonight with Lee Ji-won. The Korea Center for Disease Control and Prevention convened on Tuesday to assess the level of local threat posed by the Zika virus. As part of an action plan, it announced it would keep close watch on mosquitoes, the main transmitters of the virus, by studying their presence and movement around the country. It will also expand public safety campaigns to spread awareness about the virus and infection symptoms, not just for citizens but also visitors who enter the country. It also started operating a website introducing and explaining the virus. This comes on the back of the WHO's declaration of the virus as a public health emergency of international concern and growing fear. Zika is a mosquito-borne virus that generally causes mild symptoms in adults including low-grade fever, rash and red eyes.... But it's also been linked to brain deformities in newborns. Outbreaks have historically occurred in remote parts of Africa and the Pacific Islands, but it has spread quickly to South America and other regions since it was found in Brazil in May of last year. There are currently 28 countries that have reported new cases of the virus in the past two months. But not everyone is fully aware of information on the virus. And there's real concern about the potential spread of misinformation regarding its effects and how it's transmitted, which is one of the biggest points of misunderstanding. "I heard that the virus could be transmitted through blood transfusions or sexual intercourse... If that's true, the virous could spread more easily and become a really big threat." Experts say there is a low chance of an infected patient transmitting the virus through blood, such as in transfusions. It's an infrequent mechanism and no cases of this have been recorded. However, there was one report of the virus allegedly spreading through sexual intercourse. In 2008, U.S. biologist Dr. Brian Foy, who had been infected with the virus during his research in Senegal, infected his wife, who had not left the state of Colorado. But experts say evidence of this was not confirmed and data was insufficient to warrant a related warning. "When a patient has a high level of the virus in his or her blood, there's a chance it could spread into other bodily fluids such as semen... which leads to the possibility of it being transmitted throuhg sexual intercourse. But the chances of this happening are very slim, as a set of extreme conditions has to be met. So it's not likely that person-to-person sexual transmission will become a main route." "But with the virus found in Indonesia on Monday and in other parts of Asia, there are concerns that the virus could eventually find its way into Korea." "It hasn't been long since we've recovered from the Middle East Respiratory Syndrome oubreak. So if the virus comes to Korea, I think it will create a lot of fear." Local authorities say there is a very low possibility that the virus will spread in the country. "The mosquito that transmits the virus is the Aedes aegypti -- better known as the yellow fever mosquito, which is famous for spreading dengue fever or yellow fever virus. But this mosquito doesn't exist in Korea.... We do have the tiger mosquito which has be known to transmit dengue. But mosquitoes are inactive in the winter and no cases of Zika have been reported yet." The Korea CDC and medical experts reiterated the low possibility of the Zika virus spreading in Korea, calling the current phase a "stage of concern." But they have prepared measures to deal with suspected cases in order to promptly diagnose patients and follow through with medical support or a quarantine if needed. Lee Ji-won, Arirang News. Nationwide, the demand for walkable and bikeable communities is growing, and creating such communities starts with the built environment. Having appropriate pedestrian and bicycle infrastructure reduces the risk of crashes and injuries, as well as encourages healthier lifestyles through more walking and biking for health and transportation. Yet, with transportation budgets continually stretched, finding dollars to build walking and bicycling facilities and improve pedestrian and bicyclist safety can be a challenge. This webinar provides an overview of the cost for installing a variety of pedestrian and bicycle infrastructure and facilities. It provides meaningful estimates of infrastructure costs based on up-to-date cost information from states and cities across the country. With this information, researchers, engineers, planners, and the general public can better understand the cost of pedestrian and bicycle treatments in their communities and, in doing so, make more informed planning, prioritization, and budgeting decisions. Caitria and Morgan O’Neill’s hometown, Monson, Mass., was completely unprepared when an EF3 tornado hit in 2011, the sisters say. When the storm passed, the O’Neills found staggering damage – burning transformers, flipped cars, homes torn apart – and a new sense of purpose. They joined forces to launch Recovers.org, which Caitria describes as “a community platform for disaster preparedness and disaster recovery.” The website coordinates urgent needs, available aid and other data. Recovers.org also serves as a tool to facilitate donations. Since its inception in 2012, Toyota has cultivated the Toyota Mothers of Invention program by not only awarding more than $1 million to these women-led companies with Driving Solutions grants, but also facilitating networking opportunities, building relevant connections, and providing access to intellectual capital to help their organizations go places. These women, who are leading the charge to work on issues like homelessness, education, food, water, energy, and more, come from all over the world, and are using innovation to create lasting and sustainable impact. This video was shot at the Ramapo Valley Road (US 202) railroad crossing in Oakland, New Jersey My original plan was to film in Hawthorne, but because the train left earlier then expected, me and my buddy John had to resort to Plan B, and since John works nearby, we filmed at this crossing instead. Engines on this train are: NYS&W # 3806 (SD 60) NYS&W # 3808 (SD 60) Crossing Info: Signal #1: 2 pairs of Safetran 12x24 inch lights, a Safetran gate motor and a Safetran mechanical bell. Signal #2: 3 pairs of Safetran 12x24 inch lights, a Safetran gate motor and a Safetran mechanical bell. Signal #3: 1 pair of Safetran 12x24 inch lights, a Safetran gate motor and a Safetran mechanical bell. Signal #4: 1 pair of Safetran 12x24 inch lights, a Safetran gate motor. Signal #5: 1 pair of Safetran 12x24 inch lights, and a Safetran gate motor. The bells at this crossing ring from startup to when the gates have fully lowered, then ring again when the gates rise. The traffic light here is also tied in with the crossing. When the crossing activates, Ramapo Valley Road (US 202) gets a red light. People turning left off of West Oakland Ave and onto Ramapo Valley Road get a green arrow, however, the cars making a right turn are stuck as they have to cross the tracks. With over 60 percent of wells non-functional, millions of families in Africa are left with no reliable source of clean water. Witnessing this problem firsthand, Sarah Evans founded Well Aware, a non-profit that provides sustainable clean water systems to developing communities in East Africa. Over seven years, Evans and her team have served 120,000 Kenyans by drilling 34 wells and repairing existing systems, using solar panels to sustain the wells. Soon, her organization will expand to Uganda and Tanzania. “Without clean water there is no prosperity for a community,” Evans says. In 2014, Tricia Compas-Markman’s efforts to bring clean water to those in need earned her recognition as a Toyota Mother of Invention. Since then, she and her company, DayOne Response, have worked to address the worldwide need for clean, potable water by developing a 10-liter backpack that, using a Procter & Gamble purifying packet, can quickly render dirty water safe for drinking. She and DayOne Response have responded to several disasters, including typhoons in Southeast Asia and seasonal rain and cholera outbreaks in West Africa.
