China's ruling Communist Party has unveiled an incredibly ambitious plan that it says will serve as a blueprint for the country's economic and social development for the next five years. Unveiled this week, Premier Li Keqiang set targets for economic growth at above 6.5 percent between 2016 and 2020 despite the country facing sluggish demand at home and abroad, industrial overcapacity, and faltering investment. Seeking to reassure jittery global markets about the health of the world's second largest economy, Li pledged greater reform saying he would reduce the government's role in business and make the financial system more market-oriented. The premier also said that China would create 10 million new jobs and vowed there would be no mass layoffs. But as China tries to shift from an export-led economy into a domestic one, can it balance deep structural reforms and weakening global trade? Dan Luo, an Assistant Professor of Economics at Nottingham University joins Counting the Cost to discuss the latest growth targets and whether the plan is realistic. Green energy could save the world trillions According to new research by the International Renewable Energy Agency (IRENA), doubling the share of renewables in the world's energy by 2030 could save the world economy up to $4.2 trillion a year. The latest findings say doubling our reliance on renewables such as solar and wind to 36 percent by the year 2030 was "not only feasible" but "cheaper" that continuing on our existing path. Rajit Nanda, the Chief Investment Officer of ACWA Power, joins the programme to discuss how a green energy project will help countries like South Africa. Paraguay FM: 'Economically we are doing well' Paraguay's foreign minister has told Al Jazeera that his country's economy will grow by 3.1 percent this year despite the far-reaching slowdown of the global economy. Eladio Loizaga told Al Jazeera that despite being landlocked and hugely dependent on neighbouring export markets such as Brazil, Argentina, and Bolivia; Paraguay would continue to see its economy grow and would continue to invest in its infrastructure. This episode of the special series ‘13th Five-Year Plan’ looks at the roadmap of poverty alleviation. Currently, about 55.75 million people, mostly in the countryside, live beneath China’s poverty line, earning less than 2,300 yuan (about 354 US dollars) annually. China Starts Construction of First Nuclear Island Unit During 13th Five Year Plan

Construction of China's first nuclear island unit during the 13th Five Year Plan (2016-2020) started on Friday at the Fangchenggang Nuclear Power Plant in south China’s Guangxi Zhuang Autonomous Region. The Hualong One nuclear power project, which is under China's proprietary intellectual property rights, is nearing its final stages. "The device itself from design, manufacturing, installation to adjustment is all done by ourselves. And we also built the central nervous system of the nuclear power plant on our own, which is called the DCS (Data Communication System)," said Gong Guangchen, deputy manager of Guangxi Fangchenggang Nuclear Power Co., Ltd. While the Unit 4 is under construction, it has become the first nuclear island unit to be built during the 13th Five Year Plan (2016-2020). The units 1 and 2, which were fitted on Jan 1 and Oct 1 2016, have been operating to provide clean energy to the Guangxi Beibu Gulf Economic Zone. While units 3 and 4 are going to be used in 2021 and 2022. The four units will then generate approximately a total of 30 billion kilowatt per hour. "Electricity generated by the four units will help reduce over 10 million tons of coal utilization each year. Meanwhile, it will help reduce more than 24 million tons of carbon dioxide emissions by eliminating coal burning. Then, other emissions such as nitrogen oxide and sulfur dioxide will be reduced by more than 400, 000 tons. It is equivalent to cultivating a forest that covers over 720 kilometers," said Gong. This 13th FYP is China’s master policy blueprint in which the highest levels of the Chinese leadership set out the goals, principles and targets for China’s development in the next five years. Furthermore, it provides orientation for China’s economic and social development and points out the challenges and objectives on deepening reforms and strategies to welcome the “new era” of the Chinese economy. One of the key objectives is innovation and entrepreneurship, which will provide many new opportunities for EU innovative SMEs.
