China's ruling Communist Party has unveiled an incredibly ambitious plan that it says will serve as a blueprint for the country's economic and social development for the next five years. Unveiled this week, Premier Li Keqiang set targets for economic growth at above 6.5 percent between 2016 and 2020 despite the country facing sluggish demand at home and abroad, industrial overcapacity, and faltering investment. Seeking to reassure jittery global markets about the health of the world's second largest economy, Li pledged greater reform saying he would reduce the government's role in business and make the financial system more market-oriented. The premier also said that China would create 10 million new jobs and vowed there would be no mass layoffs. But as China tries to shift from an export-led economy into a domestic one, can it balance deep structural reforms and weakening global trade? Dan Luo, an Assistant Professor of Economics at Nottingham University joins Counting the Cost to discuss the latest growth targets and whether the plan is realistic. Green energy could save the world trillions According to new research by the International Renewable Energy Agency (IRENA), doubling the share of renewables in the world's energy by 2030 could save the world economy up to $4.2 trillion a year. The latest findings say doubling our reliance on renewables such as solar and wind to 36 percent by the year 2030 was "not only feasible" but "cheaper" that continuing on our existing path. Rajit Nanda, the Chief Investment Officer of ACWA Power, joins the programme to discuss how a green energy project will help countries like South Africa. Paraguay FM: 'Economically we are doing well' Paraguay's foreign minister has told Al Jazeera that his country's economy will grow by 3.1 percent this year despite the far-reaching slowdown of the global economy. Eladio Loizaga told Al Jazeera that despite being landlocked and hugely dependent on neighbouring export markets such as Brazil, Argentina, and Bolivia; Paraguay would continue to see its economy grow and would continue to invest in its infrastructure. The Communist Party of China on Tuesday issued the full text of proposal for China's development over the next five years. The next five-year period is described as decisive for building a moderately prosperous society by 2020 in the proposal. The CPC Central Committee's Proposal on Formulating the Thirteenth Five-year Plan on National Economic and Social Development was adopted at a plenary session of the 18th CPC Central Committee which ended on Oct. 29. China aims to double its 2010 GDP and the 2010 per capita income of both urban and rural residents by 2020. The document analyzes the decisive stage and sets guidelines and targets for the next five years. It highlights innovation, coordination, green development, opening up and sharing. President Xi Jinping expounded in a later explanation that annual growth of 6.5 percent will be required for China to "build a moderately prosperous society" by 2020. He said the medium-high economic growth target was proposed after considering both economic potentials and risks. ZHANG JUN, Fudan University "The growth rate is widely recognized. By lowering the target of growth rate, China can promote various reforms. China's economy will grow slower due to easing environment. However, it's not a difficult target to double per capita income of both urban and rural residents by 2020 at the growth rate of 6.5 percent." According to the proposal, China will continue to encourage mass entrepreneurship through major scientific and technological projects, and by building a number of national laboratories. The government plans better allocation of resources including labor, capital, land, technology and management. ZHU HAIBIN, JP Morgan Chief Economist "The highlight in the communique is the importance of innovation in future economic growth. Two aspects of innovation have been mentioned: one is technology and industry upgrade and the other is business model changes through new technologies, such as Internet plus. Both will enhance economic growth." There will be more official moves to upgrade the economy into a global manufacturing power, cultivate strategic industries and modernize the agricultural and service sectors.

China Makes Lots of Achievements During 12th Five Year Plan

As China's political leaders outline the 13th Five-Year Plan, China has made a lot of achievements in the last five-year plan, which laid the foundation for national development. The economy has kept growing steadily, and various reforms have been carried out to give impetus to China's sustainable development. Amid voices concerned about China's "hard landing" and "collapse," the country's economic figures remain steady. In 2014, its GDP topped 10 trillion U.S. dollars, making China the second largest economy after the United States. At the turn of the century, that number stood at one trillion, a ten-fold growth, in just 14 years. China has become the world's top destination for foreign investment, edging the U.S. out of that position for the first time since 2003. China attracted about 126 billion dollars in foreign investment in 2014, accounting for one tenth of the global number. It continues to be the world's number one in the manufacturing and trade sectors. And it is rapidly changing from a country exporting clothes, shoes and hats to one exporting high-speed trains and nuclear energy. Living standards have also seen steady improvement. And in poverty relief, the country has made remarkable progress. China has lifted more than 600 million people out of poverty in the past 15 years, accounting for about 70 percent of those brought out of poverty worldwide. Infrastructure and public services have been improved in the rural areas. More people in poverty-stricken areas have access to better housing, cheap electricity, clean water and improved medical services and education. China has also made great efforts to reduce greenhouse gas emissions. President Xi Outlines Guidelines for 13th Five-Year Plan

Chinese President Xi Jinping on Wednesday said the 13th five-year plan period (2016-2020) will be crucial to China, and governments at all levels should foresee the major trends and plan economic and social development well. Xi made the remarks when meeting with leading officials from six east China provinces and one municipality, namely, Anhui, Fujian, Jiangsu, Jiangxi, Shandong and Zhejiang and Shanghai. This is the last year of the 12th five-year plan and the central government is currently considering guidelines and policy measures for the 13th plan. The world economic environment is still complicated with interwoven opportunities and challenges, while both the times and the trends are favorable for China, there are still key strategic opportunities for China's development, said Xi who is also the general secretary of the ruling Chinese Communist Party Central Committee. China's development prospects are broad, but the country is facing many difficulties and challenges, as well as a tough restructuring of the economy, transformation of growth mode and the need to boost innovations, he said. While mapping out the 13th five-year plan, governments at all levels should face risks and challenges soberly, with better evaluation of difficulties and complexities, Xi said. During the period, breakthroughs should be maintained to achieve economic growth, transform the growth mode, optimize industrial structure, promote innovations, step up agricultural modernization, reform institutional mechanisms, boost coordinated growth, strengthen ecological progresses, safeguard people's living quality and improve support for the poor, Xi stressed. With the changing growth mode and improving quality and efficiency as the center, the economic growth should be promoted by consumption, investment and exports instead of only by investment and exports. China will shift from relying on secondary industries alone to relying on the primary, secondary and tertiary industries, turning away from resource consumption and toward technological progress through innovations, he said. Industrial structure is key to economic competitiveness. Traditional sectors should be transformed efficiently. Informatization and industrialization should be integrated, he said. Among industrialization, informatization, urbanization and agricultural modernization, the weakest link is agriculture. More needs to be done to transform agricultural development and speed up agricultural technology innovations, Xi said. Reform is the ultimate power to cultivate and release market energy and boost sustainable and healthy growth of the economy and society, he said. Coordinated regional growth and green development must be carried out fully. People's quality of life is the be-all and end-all of economic growth and more should be done to tackle problems in education, employment, incomes, social security, healthcare and food safety, the president stressed. Xi was on an inspection tour from Monday to Wednesday in Zhejiang, where he was Party chief from 2002 to 2007.
