But by Thursday, the once-mighty symbol of the nation's manufacturing strength had fallen into financial ruin, becoming the biggest U.S. city ever to file for bankruptcy -- the result of a long, slow decline in population and auto manufacturing. LIVE VIDEO: Gov. Rick Snyder will hold a 10 a.m. press conference Friday. Watch live coverage right here. Although the filing had been feared for months, the path that lay ahead was still uncertain. Bankruptcy could mean laying off employees, selling off assets, raising fees and scaling back basic services such as trash collection and snow plowing, which have already been slashed. Kevin Frederick, an admissions representative for a local career training school, called the step "an embarrassment." "I guess we have to take a couple of steps backward to move forward," Frederick said. Now city and state leaders must confront the challenge of rebuilding Detroit's broken budget in as little as a year. Kevyn Orr, a bankruptcy expert hired by the state in March to stop Detroit's fiscal free-fall, said Detroit would continue to pay its bills and employees. But, said Michael Sweet, a bankruptcy attorney in Fox-Rothschild's San Francisco office, "they don't have to pay anyone they don't want to. And no one can sue them." The city's woes have piled up for generations. In the 1950s, its population grew to 1.8 million people, many of whom were lured by plentiful, well-paying auto jobs. Later that decade, Detroit began to decline as developers started building suburbs that lured away workers and businesses. Then beginning in the late 1960s, auto companies began opening plants in other cities. Property values and tax revenue fell, and police couldn't control crime. In later years, the rise of autos imported from Japan started to cut the size of the U.S. auto industry. By the time the auto industry melted down in 2009, only a few factories from GM and Chrysler were left. GM is the only one with headquarters in Detroit, though it has huge research and testing centers with thousands of jobs outside the city. Detroit lost a quarter-million residents between 2000 and 2010. Today, the population struggles to stay above 700,000. The result is a metropolis where whole neighborhoods are practically deserted and basic services cut off in places. Looming over the crumbling landscape is a budget deficit believed to be more than $380 million and long-term debt that could be as much as $20 billion. In recent months, the city has relied on state-backed bond money to meet payroll for its 10,000 employees. Orr made the filing in federal bankruptcy court under Chapter 9, the bankruptcy system for cities and counties. He was unable to persuade a host of creditors, unions and pension boards to take pennies on the dollar to help with the city's massive financial restructuring. If the bankruptcy filing is approved, city assets could be liquidated to satisfy demands for payment. Orr said Thursday that he "bent over backward" to work with creditors, rejecting criticism that he was too rigid. "Anybody who takes that position just hasn't been listening." The bankruptcy could last through summer or fall 2014, which coincides with the end of Orr's 18-month appointment, he said. Gov. Rick Snyder, who called bankruptcy the "one feasible path," determined earlier this year that Detroit was in a financial emergency and without a plan for improvement. He made it the largest U.S. city to fall under state oversight when a state loan board hired Orr. Creditors and public servants "deserve to know what promises the city can and will keep," Snyder wrote in a letter that was part of the filing. "The only way to do those things is to radically restructure the city and allow it to reinvent itself without the burden of impossible obligations." A turnaround specialist, Orr represented automaker Chrysler LLC during its successful restructuring. He issued a warning early on in his tenure in Detroit that bankruptcy was a road he preferred to avoid. Some city workers and retirement systems filed lawsuits to prevent Snyder from approving Orr's bankruptcy request, said Detroit-area turnaround specialist James McTevia. They have argued that bankruptcy could change pension and retiree benefits, which are guaranteed under state law. Following a year of delays, Boeing (NYSE:BA) successfully conducted a test flight of its 747-8 Freighter, which is the largest plane the company has ever built. The huge plane took off from Everett's Paine Field and conducted a 3.5 hour flight. The plane is 250 feet long, it is about 18 feet longer than the existing 747-400 jumbo jet model. Boeing said the jet performed well during its taxi tests. Downtrodden Japan Airlines (JAL), which has been courted for a few months by Delta Air Lines (NYSE:DAL) with promises of fresh capital and a widespread global network, rejected the world's largest carrier and chose to maintain its alliance with American Airlines, a subsidiary of AMR Corp. (NYSE:AMR). The Japan-based airline said it plans to strengthen its partnership with American in the months to come and looks to gain antitrust immunity on all trans-Pacific routes, which was what Delta was looking to gain from wooing the company away from its current deal. The decision finally ends a months in the making battle over the carrier, which is currently in the process of restructuring under bankruptcy protection. Delta and its partners had offered JAL $1 billion to exit its current oneworld partnership, however, American offered the carrier $1.4 billion to stay.

We thought that we were going into another Korean War, but this was a different country. Secondly, we didn't know our South Vietnamese allies... And we knew less about North Vietnam. Who was Ho Chi Minh? Nobody really knew. So, until we know the enemy and know our allies and know ourselves, we'd better keep out of this kind of dirty business. It's very dangerous." Some have suggested that "the responsibility for the ultimate failure of this policy [America's withdrawal from Vietnam] lies not with the men who fought, but with those in Congress..." Alternatively, the official history of the United States Army noted that "tactics have often seemed to exist apart from larger issues, strategies, and objectives. Yet in Vietnam the Army experienced tactical success and strategic failure... The...Vietnam War...legacy may be the lesson that unique historical, political, cultural, and social factors always impinge on the military...Success rests not only on military progress but on correctly analyzing the nature of the particular conflict, understanding the enemy's strategy, and assessing the strengths and weaknesses of allies. A new humility and a new sophistication may form the best parts of a complex heritage left to the Army by the long, bitter war in Vietnam." U.S. Secretary of State Henry Kissinger wrote in a secret memo to President Gerald Ford that "in terms of military tactics, we cannot help draw the conclusion that our armed forces are not suited to this kind of war. Even the Special Forces who had been designed for it could not prevail." Even Secretary of Defense Robert McNamara concluded that "the achievement of a military victory by U.S. forces in Vietnam was indeed a dangerous illusion." Doubts surfaced as to the effectiveness of large-scale, sustained bombing. As Army Chief of Staff Harold Keith Johnson noted, "if anything came out of Vietnam, it was that air power couldn't do the job." Even General William Westmoreland admitted that the bombing had been ineffective. As he remarked, "I still doubt that the North Vietnamese would have relented." The inability to bomb Hanoi to the bargaining table also illustrated another U.S. miscalculation. The North's leadership was composed of hardened communists who had been fighting for independence for thirty years. They had defeated the French, and their tenacity as both nationalists and communists was formidable. Ho Chi Minh is quoted as saying, "You can kill ten of my men for every one I kill of yours...But even at these odds you will lose and I will win." The Vietnam War called into question the U.S. Army doctrine. Marine Corps General Victor H. Krulak heavily criticised Westmoreland's attrition strategy, calling it "wasteful of American lives... with small likelihood of a successful outcome." In addition, doubts surfaced about the ability of the military to train foreign forces. Between 1965 and 1975, the United States spent $111 billion on the war ($686 billion in FY2008 dollars). This resulted in a large federal budget deficit. More than 3 million Americans served in the Vietnam War, some 1.5 million of whom actually saw combat in Vietnam. James E. Westheider wrote that "At the height of American involvement in 1968, for example, there were 543,000 American military personnel in Vietnam, but only 80,000 were considered combat troops." Conscription in the United States had been controlled by the President since World War II, but ended in 1973." By war's end, 58,220 American soldiers had been killed, more than 150,000 had been wounded, and at least 21,000 had been permanently disabled. According to Dale Kueter, "Sixty-one percent of those killed were age 21 or younger. Of those killed in combat, 86.3 percent were white, 12.5 percent were black and the remainder from other races." The youngest American KIA in the war was PFC Dan Bullock, who had falsified his birth certificate and enlisted in the US Marines at age 14 and who was killed in combat at age 15. Approximately 830,000 Vietnam veterans suffered symptoms of posttraumatic stress disorder. An estimated 125,000 Americans fled to Canada to avoid the Vietnam draft, and approximately 50,000 American servicemen deserted. In 1977, United States President Jimmy Carter granted a full, complete and unconditional pardon to all Vietnam-era draft dodgers. Jean Arthur (October 17, 1900 -- June 19, 1991) was an American actress and a major film star of the 1930s and 1940s. James Harvey wrote in his recounting of the era, "No one was more closely identified with the screwball comedy than Jean Arthur. So much was she part of it, so much was her star personality defined by it, that the screwball style itself seems almost unimaginable without her."[1] She has been called "the quintessential comedic leading lady."[2] Arthur is best-remembered for her feature roles in three Frank Capra films: Mr. Deeds Goes to Town (1936), You Can't Take It With You (1938), and Mr. Smith Goes to Washington (1939), films that championed the "everyday heroine". Her last performance was the memorable—and distinctly non--comedic—role as the rancher's wife in George Stevens' Shane (1953). Arthur was nominated for an Academy Award for Best Actress in 1944 for her performance in The More the Merrier (1943). To the public eye, Arthur was known as a reclusive woman. News magazine Life observed in a 1940 article: "Next to Garbo, Jean Arthur is Hollywood's reigning mystery woman."[3] As well as recoiling from interviews, she avoided photographers and refused to become a part of any kind of publicity. [4] Arthur was born Gladys Georgianna Greene in Plattsburgh, New York to Protestant parents, Johanna Augusta Nelson and Hubert Sidney Greene. Her maternal grandparents were immigrants from Norway[5] who settled in the American West. She had three older brothers: Donald Hubert (1891), Robert B. (1892) and Albert Sidney (1894).[6] She lived off and on in Westbrook, Maine from 1908 to 1915 while her father worked at Lamson Studios in Portland, Maine as a photographer. The product of a nomadic childhood, Arthur also lived at times in Jacksonville, Florida; Schenectady, New York; and, during a portion of her high school years, in the Washington Heights neighborhood - at 573 West 159th Street - of upper Manhattan. The family's relocation to New York City occurred in 1915, where Arthur dropped out of high school in her junior year due to a "change in family circumstances".[7] She reputedly took her stage name from two of her greatest heroes, Joan of Arc (Jeanne d'Arc) and King Arthur. Presaging many of her later film roles, she worked as a stenographer on Bond Street in lower Manhattan during World War I. My advice is this: Settle! That's right. Don't worry about passion or intense connection. Don't nix a guy based on his annoying habit of yelling "Bravo!" in movie theaters. Overlook his halitosis or abysmal sense of aesthetics. Because if you want to have the infrastructure in place to have a family, settling is the way to go. Based on my observations, in fact, settling will probably make you happier in the long run, since many of those who marry with great expectations become more disillusioned with each passing year. (It's hard to maintain that level of zing when the conversation morphs into discussions about who's changing the diapers or balancing the checkbook.) Obviously, I wasn't always an advocate of settling. In fact, it took not settling to make me realize that settling is the better option, and even though settling is a rampant phenomenon, talking about it in a positive light makes people profoundly uncomfortable. Whenever I make the case for settling, people look at me with creased brows of disapproval or frowns of disappointment, the way a child might look at an older sibling who just informed her that Jerry's Kids aren't going to walk, even if you send them money. It's not only politically incorrect to get behind settling, it's downright un-American. Our culture tells us to keep our eyes on the prize (while our mothers, who know better, tell us not to be so picky), and the theme of holding out for true love (whatever that is—look at the divorce rate) permeates our collective mentality. Even situation comedies, starting in the 1970s with The Mary Tyler Moore Show and going all the way to Friends, feature endearing single women in the dating trenches, and there's supposed to be something romantic and even heroic about their search for true love. Of course, the crucial difference is that, whereas the earlier series begins after Mary has been jilted by her fiancé, the more modern-day Friends opens as Rachel Green leaves her nice-guy orthodontist fiancé at the altar simply because she isn't feeling it. But either way, in episode after episode, as both women continue to be unlucky in love, settling starts to look pretty darn appealing. Mary is supposed to be contentedly independent and fulfilled by her newsroom family, but in fact her life seems lonely. Are we to assume that at the end of the series, Mary, by then in her late 30s, found her soul mate after the lights in the newsroom went out and her work family was disbanded? If her experience was anything like mine or that of my single friends, it's unlikely. And while Rachel and her supposed soul mate, Ross, finally get together (for the umpteenth time) in the finale of Friends, do we feel confident that she'll be happier with Ross than she would have been had she settled down with Barry, the orthodontist, 10 years earlier? She and Ross have passion but have never had long-term stability, and the fireworks she experiences with him but not with Barry might actually turn out to be a liability, given how many times their relationship has already gone up in flames. It's equally questionable whether Sex and the City's Carrie Bradshaw, who cheated on her kindhearted and generous boyfriend, Aidan, only to end up with the more exciting but self-absorbed Mr. Big, will be better off in the framework of marriage and family. (Some time after the breakup, when Carrie ran into Aidan on the street, he was carrying his infant in a Baby Björn. Can anyone imagine Mr. Big walking around with a Björn?)

The radio show Calling All Cars hired LAPD radio dispacher Jesse Rosenquist to be the voice of the dispatcher. Rosenquist was already famous because home radios could tune into early police radio frequencies. As the first police radio dispatcher presented to the public ear, his was the voice that actors went to when called upon for a radio dispatcher role. The iconic television series Dragnet, with LAPD Detective Joe Friday as the primary character, was the first major media representation of the department. Real LAPD operations inspired Jack Webb to create the series and close cooperation with department officers let him make it as realistic as possible, including authentic police equipment and sound recording on-site at the police station. Due to Dragnet's popularity, LAPD Chief Parker "became, after J. Edgar Hoover, the most well known and respected law enforcement official in the nation". In the 1960s, when the LAPD under Chief Thomas Reddin expanded its community relations division and began efforts to reach out to the African-American community, Dragnet followed suit with more emphasis on internal affairs and community policing than solving crimes, the show's previous mainstay. Several prominent representations of the LAPD and its officers in television and film include Adam-12, Blue Streak, Blue Thunder, Boomtown, The Closer, Colors, Crash, Columbo, Dark Blue, Die Hard, End of Watch, Heat, Hollywood Homicide, Hunter, Internal Affairs, Jackie Brown, L.A. Confidential, Lakeview Terrace, Law & Order: Los Angeles, Life, Numb3rs, The Shield, Southland, Speed, Street Kings, SWAT, Training Day and the Lethal Weapon, Rush Hour and Terminator film series. The LAPD is also featured in the video games Midnight Club II, Midnight Club: Los Angeles, L.A. Noire and Call of Juarez: The Cartel. The LAPD has also been the subject of numerous novels. Elizabeth Linington used the department as her backdrop in three different series written under three different names, perhaps the most popular being those novel featuring Det. Lt. Luis Mendoza, who was introduced in the Edgar-nominated Case Pending. Joseph Wambaugh, the son of a Pittsburgh policeman, spent fourteen years in the department, using his background to write novels with authentic fictional depictions of life in the LAPD. Wambaugh also created the Emmy-winning TV anthology series Police Story. Wambaugh was also a major influence on James Ellroy, who wrote several novels about the Department set during the 1940s and 1950s, the most famous of which are probably The Black Dahlia, fictionalizing the LAPD's most famous "cold case", and L.A. Confidential, which was made into a film of the same name. Both the novel and the film chronicled mass-murder and corruption inside and outside the force during the Parker era. He was the fifth child of U.S. President Franklin D. Roosevelt, Sr. and his wife Eleanor. He was a Naval officer in World War II and was decorated for bravery in the battle of Casablanca. He graduated from Groton School in 1933, Harvard University in 1937, and from the University of Virginia School of Law in June 1940. During his graduation, his father, Franklin D. Roosevelt gave what is known as the "Stab in the Back" Speech, criticizing Italy's entry into the war. Roosevelt Jr. served as a member of the United States Congress, representing the 20th District of New York from 1949 to 1955. In 1949, he won a special election running as a candidate of the Liberal Party of New York and later ran on the Democratic ticket as well. He sought the Democratic nomination for Governor in 1954, but, after persuasion by powerful Tammany Hall boss Carmine DeSapio, abandoned his bid for Governor was nominated by the Democratic State Convention to run for New York State Attorney General. Roosevelt was defeated in the general election by Republican Jacob K. Javits, although all other Democratic nominees were elected. Following his loss, Eleanor Roosevelt began building a campaign against the Tammany Hall leader that eventually forced DeSapio to step down from power in 1961. He campaigned for John F. Kennedy in the 1960 West Virginia primary, falsely accusing Kennedy's opponent, Hubert Humphrey of having dodged the draft in World War II. Kennedy later named him Under-Secretary of Commerce and chairman of the President's Appalachian Regional Commission. This post (Under-Secretary of Commerce) was given to him when Defense Secretary Robert McNamara shot down the proposal of his appointment as Secretary of Navy. He ran for Governor of New York on the Liberal Party ticket in 1966, but was defeated by the incumbent Republican Nelson A. Rockefeller. He served as chairman of the Equal Employment Opportunity Commission from May 26, 1965 to May 11, 1966. He was senior partner in the New York law firm of Roosevelt and Freiden before and after his service in the Congress. He also ran a small cattle farm and imported Fiat automobiles.
