How to Prepare for an Emergency with Portable Sound Systems|Tips Plan Manage Preparedness Disaster

However, some plans fail to account for the different situations that may actually occur. While effective emergency planning for multiple scenarios is important, testing and communicating emergency plans is critical to determining their effectiveness. What are the Emergency Planning Issues? A recent article in Popular Mechanics pointed out that in the first moments of a disaster, roughly 10% of people panic, while 80% of the people essentially do nothing. Unable to come to terms with what's happening, they freeze. The remaining 10% jump into action. One of the points of conducting emergency drilling is to train the 10% to jump into action to begin coordinating activities to get the 80% doing the right things. Communicating the action plan quickly and effectively prevents the panic group from influencing the behavior of the 80% awaiting further instruction. Managing Complex Facilities Safety compliance and emergency preparedness can be a complicated undertaking in facilities involving transient populations such as hospitals, educational campuses, and busy company headquarter buildings with frequent visitor traffic. An Environmental Health and Safety (EHS) Manager at a large medical facility points out that there are many different types of drills that need to be conducted, often with different actions required. He is responsible for conducting up to 24 drills per year including: -Evacuation drills -- fire, water, earthquake -Relocation to safer place drills -- tornado, severe weather, bio-hazard -Lock down drills -- threats of violence; stay in place until responders can arrive Each of these drills requires a different set of logistics planning and execution. Having a procedure manual sitting on the shelf is not effective if action plans cannot be implemented immediately where the action is: in the stairwells, above the noise of the manufacturing plant or down the busy halls of a medical center. Throw in the wildcards of interrupted power, potential building damage or rapidly changing conditions, and the best laid plans may not survive the first couple of minutes of an actual emergency which are often the most critical. Portable Sound Systems Enhance Your Emergency Planning Execution Portable sound systems can help your emergency planning leaders effectively communicate during the critical stages of the emergency. These units are ideal for situations that may require moving personnel from indoor facilities to an inclement outdoor environment where the elements may add to the complexity of the emergency. Regularly scheduled emergency drills will give emergency participants a chance to test out the sound system equipment to make sure you are comfortable with its use. These drills will also allow you to practice positioning yourself in various areas to determine your effectiveness. Documenting the results of these drills will provide future emergency planning leaders in your organization an idea of what works best. Remember, communication, regardless of the method, has historically been the biggest factor in the success of a plan, or in the case of miscommunications, its ultimate failure. School District Infectious Disease/Pandemic Response Planning (Part 1)
In the fall of 2010, technical assistance workshops were convened to assist School District officials in Santa Clara County in writing their Pandemic Flu annexes for their District Emergency Plans. These writing efforts were assisted through the introduction of a School District Infectious Disease and Pandemic Response Plan template. After the completion of the workshops, the template was posted to the Public Health Website. The following webinar is designed to accompany the Response Plan template and allow school districts in Santa Clara County that were not able to attend the live workshops to view the webinar as a training aid in using the template.

An emergency planning guide for child-serving organizations was released October 25 at an ARCHS' co-sponsored "Policy Forum." It was also co-sponsored by Promising Practices Network, RAND Corporation, Family and Community Trust (FACT), Missouri Center for Education Safety, Missouri Department of Public Safety, and Missouri School Boards' Association. "Policy Forum: Best Practices in Emergency Preparedness for Child Serving Organizations" welcomed hundreds of emergency personnel throughout the State of Missouri at the one day event at Lake of the Ozarks. The forum was moderated by Paul H. Fennewald, Coordinator for Missouri Office of Homeland Security, and featured presentations by Admiral Thad W. Allen, U.S. Coast Guard, retired and Senior Fellow, Rand Corporation; Dr. C.J. Huff, Superintendent of Joplin Public Schools; Lowell C. Kruse, Chair of the Board of Directors for FACT; Dr. M. Rebecca Kilburn, Director of Promising Practices Network, RAND Corporation; Dr. Anita Chandra, Behavioral Scientist on Public Health Systems and Preparedness, RAND Corporation, and Dr. Carter Ward, Executive Director, Missouri School Boards' Association. Euro ministers start talks on long-term crisis plan
Eurozone finance ministers discussed on Monday having more money in their rescue fund and cheaper emergency loans... as part of a package of measures to end the sovereign debt crisis. But they made no firm decisions. The chairman of eurozone finance ministers, Jean-Claude Juncker, said the ministers discussed many possible options under the package, but favoured none at this stage. Juncker vowed to accelerate work on the package, but was careful not to commit to being ready in time for EU summits in February and March. The ministers discussed a European Commission proposal to increase the effective lending capacity of the eurozone rescue fund, the European Financial Stability Facility (EFSF), to 440 billion euros from about 250 billion now. The EFSF was set up in May 2010 to borrow money on markets with eurozone government guarantees of up to 440 billion euros. But because the biggest eurozone economies want to maintain their triple A credit rating, the effective amount the fund can lend to countries in need is around 250 billion euros. Because of the rescue packages for Greece and Ireland, this facility has already been significantly depleted. Since the disputed election in November 2010, political violence in Côte d'Ivoire has caused more than 300,000 people to flee their homes - mainly to neighbouring Liberia - the majority of whom are women and children. In Côte d'Ivoire itself, the ongoing violence is putting a strain on the country's infrastructure. 1.5 million people do not have access to proper water and sanitation facilities, leaving them vulnerable to epidemics such as cholera, while the closure of many schools is denying 800,000 children their right to an education. UNICEF has been working in the region delivering vital health, education and water and sanitation programmes. Retirement Savings Rule 2: Plan for Your Future Goals and Needs
This is the VOA Special English Economics Report, from http://voaspecialenglish.com | http://facebook.com/voalearningenglish Last week, we discussed limiting investment risk in retirement planning. So what are financial planners advising people to invest in? Stocks and bonds are the best known investments and are important to any savings plan. Instruments like savings accounts and certificates of deposit pay a small rate of interest. They carry little risk. Annuities are another savings instrument with low risk. Financial planner Pete D'Arruda says "Worldwide, people can put their money in annuities, which are basically savings accounts offered by insurance companies." But he says it is important to make a decision about an annuity with a good financial planner. He warns that annuity agreements can be complex, and many bad ones are out there. Pete D'Arruda says good planning means placing money into financial securities and accounts that have different risk levels, using asset allocation. "So true asset allocation is having some in stocks, some in bonds, some in mutual funds, but then some in other places with guaranteed income and then safety and liquidity kind of accounts for emergencies." This method of savings follows the old saying you should not "put all your eggs in one basket." But that is not for everyone. Sande Taylor is with the investment company Charles Schwab in south Florida. She advises investors every day. She says many investors have a personal style. There are conservative investors. "A conservative investor by definition typically has eighty percent of their portfolio within fixed income markets and cash." Even in retirement, Sande Taylor says, some people have their entire financial portfolio, or set of investments, in stocks. They are the aggressive investors. In saving for retirement, there can be a difference between what people believe and what they actually do. In a recent Charles Schwab study, most Americans said they believe it would be easier to save for retirement if they were single. But the study found that eighty-five percent of married people had started saving, while only two thirds of singles had. Sande Taylor says younger people may seek short term goals. "The younger individuals look at it and think, 'Well retirement is so far away, I'd rather focus on my shorter term goals.'" Georgia Guardsmen mentor State Partners in emergency preparedness exercise
TBILISI, Georgia, June 23, 2011 -- Georgia Air and Army Guardsmen are providing key leadership and experience here this week as advisors and trainers in Shared Horizons 11, the first in a new series of emergency exercises in the country of Georgia. This is just the latest in a long series of engagements conducted over the 16-year partnership between the nation and the state of Georgia. Growing out of the State Department's Partnerships for Peace program, the State Partnership Program (SPP) reflects an evolving international affairs mission for the National Guard that emphasizes its unique state-federal and civil-military characteristics. "The country of Georgia and the state of Georgia had an ongoing relationship prior to the SPP, so it was a natural fit," said Sgt. Maj. Lance Rygmyr, State Partnership Program Coordinator for the Georgia National Guard. "The state of Georgia has partnered with the country of Georgia on many initiatives throughout the years -- not only disaster response but also in training and helping the Georgians augment their participation in Iraq and Afghanistan." A bilateral emergency response "tabletop" exercise, Shared Horizons 11 is designed to test the country's National Response Plan as it relates to cooperation between the Georgian Ministry of Defense and Ministry of Internal Affairs in domestic emergency response situations. "The exercise was planned well. My assessment is very positive," said Irakli Khadagidze, director of the emergency management department of the Georgian Ministry of Internal Affairs. "I would say that this is valuable training for us, because there are so many emergencies in our country and natural disasters, so it's very important for us (to be prepared) and this is a very good experience for our personnel." An important aspect of the exercise is to encourage and enable the two ministries -- roughly analogous to the U.S. Departments of Defense and Homeland Security -- to work together more efficiently. "A lot of former Soviet Bloc countries have issues sometimes with the stovepipe nature of their ministries, the way they work and cooperate and communicate," said Rygmyr. "So this really is a great moment because we have all these agencies and all these plans written to augment a centralized National Response Plan, working together in a cohesive effort for emergency management and disaster response." The tabletop exercise uses laptop computers and a local e-mail system to simulate the communications, coordination, and tasking necessary to respond to an emergency. The scenario unfolds through a series of "injects," which are messages to various ministries and contacts, including situation reports from the field, updates from outside agencies, and even simulated media inquiries. Participants then must respond appropriately -- for example, by publishing a press release -- within the guidelines of the scenario. "This is all about building partner capacity," said U.K. Lt. Col. Steve Hunt, British exchange officer to U.S. European Command J-3. "The more robust we make our partners, the more robust we make the regions, the less the U.S. will have to be committed." A special area of interest for the exercise was strategic communications, which involves coordinated response to events through the media, internal communications, and even the tasks assigned to units in an emergency. A former Soviet Republic, Georgia has a culture of response that is more controlled and limited than its Western counterparts'. On hand to help introduce and teach concepts of strategic communications to the Georgians were officers of the 124th Mobile Public Affairs Detachment, Georgia Army National Guard. East Africa food crisis appeal: The crisis deepens
Christian Aid's Head of Humanitarian Division, Nick Guttmann, speaks about his recent visit to north eastern Kenya and Ethiopia. He describes the situation in Kenya, Ethiopia and Somalia, and the worst drought they are experiencing in 60 years. He calls for peace and security in Somalia, if the needs of the people are to be met. He describes the essential work of our partners in northern Kenya which includes providing people with trucked water, repairing bore holes and the successes of building small reservoirs in advance of the drought. Workers at the crippled Fukushima Daiichi nuclear power facility in Japan have started to pump radioactive water from a leaking reactor into a makeshift storage area—an effort they say is a crucial step toward easing the nuclear crisis. The Tokyo Electric Power Company says it will take six to nine months to achieve a "cold shutdown." Meanwhile in the United States, the owners of the Vermont Yankee nuclear power plant have filed a federal lawsuit on Monday against a state law that gives the Vermont State Legislature veto power over operation of the reactor when its current license expires next March.
